I think that the avatar and photo upload is working, as long as you have an image that is no larger than 128 pixels square (for avatars) and 256 pixels square) for profile photos. So give that a try if you have such images or can scale them yourselves.
The next thing on the to-do list to ask the sysad to do is install ImageMagick on the server, which will enable automatic image scaling. Stay tuned.
